Martin Ling	fd073e391f	Add USB vendor request to read M0 state, and host support for doing so. This adds a `hackrf_debug [-S\|--state]` option, and the necessary plumbing to libhackrf and the M4 firmware to support it. Martin Ling	5b2a390728	Move M0 offset and tx variables into a state struct. These variables are already placed together; this commit just groups them into a struct and declares this in a new header.
